Passport scans, should scan all 60 pages if blank?

Hi there,

I am scanning documents for my family's naturalization process, and I wanted to ask whether it is necessary to scan all pages of every passport, even if they are blank. Our passports have 60 pages, and there are no entries on many of them.

It's free to scan and upload, why not scan everything for peace of mind.
