EUSS Family permit

Hello everyone,

My question is: can a person apply for an entry clearance (EUSS Family permit) from a country of non-residence?

Mother is visiting her daughter in Greece and wants to apply from there, for example. Mother doesn't require a visa to travel to Europe.
