Immigration Application and Advanced Dementia

I was previously in contact with a CAB immigration adviser, then they stopped replying. So, I assume they are part time or on holiday right now. I haven't been able to find the answer to my question, so there are delays between the end date of the last application and the submission of this one - anyone know what the impact of this is?

I am assisting a 59-year-old gentleman who has submitted two previous immigration applications: in 2019 granted Leave to remain (for possibly around 30months), and again in 2022 approved on the Private Life route for 30 months. I am therefore now renewing the application. I have been advised that I also need to apply on the private life route, however I have completed the application and feel that the questions do not reflect this gentleman's circumstances.

This gentleman has no family, he has very advanced dementia and lacks the capacity to engage in any discussions around his preferences let alone make a decision regarding his right to remain in the UK. He lives in a care home under s117 after care (Mental Health Act 1983) Having completed the private life application (but not submitted) I have had to tick to agree to provide details of his work, accommodation etc, which cannot be provided, i feel i can make this clear with the evidence i can provide, but i have also had to tick a declaration to confirm consent for Home office to request verification checks re bank or unitality company. I don't feel comfortable signing this, although i can provide bank verification if needed. I made the previous application, and the questions were very different but evidence provided reflected his finances, medical status and social care assessment.

Can anyone please confirm if they think i am applying for the right application? Are the fees the same if i submit this application and they think i should have applied differently?
Any help or direction to support would be much appreciated.
