Are you married to a British citizen? It is unclear from the question. The answers below are predicated on the basis that your spouse is a British citizen. They change if your spouse is on ILR themselves or an EEA citizen with pre-settled status.
If you are married to a British citizen, you can apply for British citizenship on or after the day you are granted ILR.

Yes.
(a) No more than 90 days in the one year immediately preceding the date of naturalisation application,
(b) no more than 27 days in the three years preceding the date of naturalisation application, and,
(c) Being physically present in the UK at the start of the three year period referenced in (b) above. In simple terms, being physically present in the UK (i.e. not abroad) three years before the date of application + 1 day.
