Touristic visa refusal disclosure for ILR application

Hello everyone,

I'm applying for an ILR now and have a question. I had a touristic visa refusal (uk) back in 2015 and then had two touristic visas, one in 2018 and one in 2019 and visited the country and left without overstaying. In 2020 I applied for an ecaa visa which was successful and have been living/working in the uk for 4 years and 10 months now. Should I explain this first touristic visa refusal in my application file for ILR and answer the question yes that asks if we've been refused a visa before.

Please let me know your opinion.

Yes, you should declare it. It has no effect though
