What should I do? Please help! my life story

What should I do? Please help! my life story

I am a russian citizen living in the UK for 13 yrs. arrived on tourist visa, claimed asylum in 96 when i was 17, wrote intoductory letter in lunar house that decision to claim was made whilst in the uk. refusal after refusal, no interview either.
I am living with UK citizen,and we had plans to get married up until I lost my job. may i add that i've paid NIC and taxes for many years, and initially i was recieving benefits(96), which I had gotten off as soon as permission to work was granted. years ago I was in hospital after suicide attempt, because i fed up.
Now, I've no job, but we are living on my c.cards and loans,to pay for which i'll need to win lottery, and prospects are very bleak. she is not working and not claiming for now, but it may change soon. It will be a shame for me to leave england now, as i've come to regard it as my home.
questions:
should i stay or should i go?
what are my chances of getting ILR? I was here since 95, but paper trail is very thin until 98, but i've been to court- that counts isn't it?
How quickly can I get it, presumably I manage to survive for a year? is there a "same day service " thing in HO?
if i get CCJ's against my name or declare bancrupcy how will it affect my application?
when we get wed in the church, do i need to go back and apply from russia for visa ?
if I had a NHS doctor, can it be a reason to refuse my application as i was told?
If we move to say Germany or ROI for an exampe, what are my chances to get permanent status there in relation to UK- timeline?
Any other options for me?
please help with as many questions as you can, cos I need to make up my mind.
there will be many more, but those are the main ones.

You need 14 years legal/non-legal residency to apply under the Long Residency route. There is no same-day service under this route.

I also suggest reading and following the new Citizenship/Immigration bill, as this route may (or may not) be closed, so it is good to know what will happen to it.

The best thing would be to return to Russia, get married, and apply for a spouse visa. If you get married in the UK, you will still need to return to Russia to apply for a spouse visa.

thank you for this, and another thing, is there a number I can call to find out about "legasy cases" resolution, and whenever i'm on the list?
is it possible?

Look for posts relating to legacy and you will find the relevant info. If you do decide to apply under 14 yrs, then you must wait another year cos you have mentioned you have been here 13 yrs.
