5 year Evidence of Residency

Hi, I'm trying to help a Zambian friend who is resident in the UK with Indefinite Leave to Remain status, and who has submitted his Form AN for UK Citizenship.
He has to supply and upload evidence of 5 years residency. We find the Guidance rather unclear, and don't want to make a mistake!

So, as evidence he intends to supply his last 5 year's Council Tax bills (covering "long-term"), and for "short-term" he is planning to provide, say, 2 bank account statements per year for the 5 years needed. But the problem is that during the 5 years he has lived at 3 different addresses, but his bank statements only show one of those addresses.

Can anyone advise on this? Would this be sufficient reason for his Application to fail?

Applicants with UK ILR status only need to provide their passport(s) covering the five year residency period.
He needs to upload scan only (no submit originals).
The requirement for documents is primarily for EU citizens whose passports didn't get stamped.
And bank statements are not acceptable.
