Dear All,
We were going to bring our Mother in law here permanently but after searching online we realise it is NOT going to be easy. So we have decided to bring her over here on a visitor visa, just for 2 months.

Which visa she should apply for? and which form to fill in?
I don't really understand the new tier system.

she doesn't have any savings. She doesn't own a property, doesn't work and have no other children. So it'd be difficult to prove that she has a reason to go back. will she be rejected?

These are the requirements if she wants to apply for permanant stay

Can parents, grandparents and other dependent relatives go to live in the UK?

If you are a widowed parent or grandparent aged 65 or over, or parents or grandparents travelling together and one of you is 65 or over, you may qualify if:

* you are completely or mainly financially dependent on children or grandchildren living and settled in the UK
* you have no other close relatives in your own country to help you
* your children or grandchildren can support you without needing help from public funds, and
* your children or grandchildren have enough accommodation, which they alone own or live in, where you can live without needing any help from public funds.

If you are a parent or grandparent under the age of 65, you may qualify if:

* you are living in the most exceptional compassionate circumstances
* you are completely or mainly financially dependent on children or grandchildren living and settled in the UK
* you have no other close relatives in your own country to help you
* your children or grandchildren can support you without needing help from public funds, and
* your children or grandchildren have enough accommodation, which they alone own or live in, where you can live without needing any help from public funds.

If she does not qualify for above, she can apply as a Family visitor.
You as her relative will act her sponsors. If she is succesful she will be entitlesto stay here for a maximum of 6 months after that she will have to leave.

You can download and complete here and then send it to mother in law for her to sign it and take it to the nearest British High Commission or Fedex/VAC office, along with the documents that are stated on the form.

You as the sponsor will need to show that you can support her both financially as well as accomadate her and pay her all her cost during her stay. You will need to show for examples details of your finanace (bank statements) employment details & salary as well as accomadation letter.

Write a letter with the application pointing out why and who she is visting(family/grandkids etc) and WHY SHE WILL RETURN HOME after the visit as you have to convince the ECO she is coming for a vist only.

I wont worry about the fact that she has no job or saving as this would not normally apply for a widow or an elderly person

she is under 65. so first we'llbring her here on visitor visa,if she likes UK,etc then we'll apply for permanent, possibly next year.

She will have to go back, otherwise it'll mess up the future applications. How can I convince the ECO that she will go back as it is clear that she doesn't have a reason to go back.
anyone have any ideas? what reasons we can give to ECO?

As you've rightly recognised you need to demonstrate that she's likely to go back and money and property do help in that regard.

What is she involved in back home? Any community project, clubs, religious organisation etc? A strong link to such groups and you could argue she has an active social life to return to.

IJs at appeal have often said that money and property is not the sole basis on which to judge someone's likelihood to return. It's accepted that when someone has lived in a country for that long they are bound to have a friend and relative network. Look there for your documentary evidence and witness statements.

If she really doesn't have much reason to return they won't give a visa. Period.
