ILR and FPN for handheld phone

Hello,

I hold a global talent visa, and will apply soon for ILR after 5 years. Last December, I received an FPN for touching phone screen while driving, phone was on a support and not held (I know I was stupid). As a result I have received 6 penalty points and 200 pounds fine which I paid and accepted and it did not go to court. I will disclose everything to the home office and explain what happened.

Is this going to get me a refusal?

This alone does not make you ineligible for ILR.

Hi everyone,
I am currently preparing my application for ILR and could really use some advice on how to handle the public funds section.
A while ago, I mistakenly submitted an online application for Child Benefit. As soon as I realised my error ( a day or two after application) I immediately called to cancel it. The claim was officially "disallowed," and I have never received a single penny from it. I don't know if it was disallowed, because they saw I was not qualified for it or if they did it because I called them.
The ILR application asks if I have received public funds. Since the factual answer is no, should I simply answer "No" and leave it at that?
Or, is it safer to answer "No" to receiving funds, but still declare the cancelled application in the cover letter? I am worried there might be a footprint of the application on HMRC/DWP systems and I do not want it to look like deception.

Has anyone else been in a similar situation or have any advice on the safest way to handle this?

Correct.

If you never claimed public funds the answer is No.

No need any cover letter explaining these things, UKVI know the immigration rules.
