Skilled Worker EC – overseas (French) driving matter, administrative suspension still active

I’m an EU national applying for Skilled Worker entry clearance from outside the UK, and I’m declaring a French speeding matter. I’d welcome views on how it’s likely to be assessed.

Facts: the speeding was dealt with by a fixed penalty (French “amende forfaitaire”), which I paid — under French law this extinguished any further proceedings. Separately, the prefecture (not a court) imposed a 4-month administrative driving licence suspension, valid in France only. It does not appear on my criminal record extract. The suspension is still in force now and ends in about two months. I’ve declared everything; the form’s dropdown only offered “Disqualification for speeding”, so the free text explains the above.

Questions:

1. Is an administrative (prefectoral) suspension treated as a court “disqualification from driving” / non-custodial sentence under SUI 5.3(b), or as outside it (closer to a fixed penalty not on the criminal record)?
2. Does the “still subject to conditions imposed by the non-custodial sentence or out-of-court disposal” wording in the criminality guidance create a discretionary refusal risk while the suspension is still running at decision time?
3. Has anyone had an ongoing (or overseas administrative) driving suspension at the date of application and still been granted?
