An incoming PGY-1 Internal Medicine resident in Texas applied for an ECFMG/EVSP J-1 physician visa at the U.S. Embassy in Amman in July 2026.
Passport was returned. CEAC says “Refused” with administrative-processing language. He received both 221(g) administrative processing and a separate INA 212(f) / PP10998 notice. Officer said they could not issue visas for “temporary passport holders.”
His passport is issued by Jordan: country code JOR, authority Amman, type P, MRZ JOR. He has no PA passport, PA travel document, or PA-issued/endorsed document. Valid B1/B2 issued Feb 2025, valid until 2030, not revoked.
Residency deadline: July 1 original start; August 1 off-cycle start offered; delay beyond that may jeopardize position. H-1B not available.
Looking for practical experience: has anyone seen PP10998 applied to Jordanian temporary passports? Is attorney-reviewed embassy supervisory review the right next move? Any J-1 physician / 221(g) / 212(f) attorney recommendations?
