Definition of Representative ?

I live in UK as a HSMP holder.
Can I submit an application of my brother who lives outside of UK? Or
Can I process a HSMP application as a Representative ?
(because i think they mentioned that the representative must be registered.)
How my HSMP status will help him to make a strong application ?

I think Representative must be OISC accredited.
You HSMP application has nothing to do with your brother's application.

Your status can help your brother if you are well settled, your brother can write that he will stay with you and look for jobs and opportunties (in the box where they ask some thing like what plans /arrangements have you made to come and work in UK) moreover your status can help your brother to secure EC where you can provide bank statement and proof of accomdation for your brother.
