Dutch Employer Refuse to Pay Salary

I am a professional from outside of EU. I received a job offer to work in the Netherlands, and I waited for a few months for the work and residence permits. Now that I could start work, my employer informs me he could not afford to pay me, due to the bad economic condition.

What should I do? What are my rights and which Dutch organisation(s) should I approach for help?
