Pakistani national applying for a spouse visa from Dubai

My friend currently living in pakistan would like to apply for spouse from Dubai because application is processed quicker compared to pakistan. What prior arrangements are required? Do you go straight to embassy or VAC in dubai? He has never been to Dubai before.

You say he has never been to Dubai, so is he just going there to apply for a visa to come to the UK. If that is the case, then I dont think he would be allowed to apply from there, as he should apply in the country where he resides.

If he has been working in Dubai legally for some time, then he can apply.

You have to apply from your country of residence. If it was that simple everybody would be going to US to apply as they only take like 10 or so days
