Marrying my non citizen fiance in Scotland

My fiance is 17 and is an American citizen. I am 18 and Im a british citizen living in Wales.
Can we get a marriage visa to marry in Scotland? Since the new rules for marrying a non citizen in UK must be 21 or over, does this apply to us if we get married in Scotland? We plan on living in Wales or England after getting married.

Sorry, but the new regulations apply to spouse visa applications for the whole of the UK, irrespective of where the marriage took place. You are entitled to marry under the age of 21, but aren't able to apply for a spouse visa until both reach 21.
