Student Visas- Changing to do 2 courses instead of 1?

Hi,
Currently my GF is here on a 12 mo. student visa.

She is doing a course at a college... It is supposed to be 20 hrs per week, but the college cannot provide a 20H P/W course for her, as she is the only one that wants it, so ends up doing a 15Hr P/W course and sitting in for the afternoon session of what she did in the morning for 1 hr per day to make it up to 20 hrs... Very annoying.

Is it possible that she could reduce her hours at the college to something like 8-15 per week and take up a second course elsewhere for 5-10 hrs per week to bring her up to 20, but whilst doing something that does not actually involve going over the same material twice? Is this allowed under visa laws?

The course HAS to be full time, ie at least 15 hours a week daytime study.
(ii) is able and intends to follow either:

(a) a recognised full-time degree course or postgraduate studies at a publicly funded institution of further or higher education; or

(b) a period of study and/or research in excess of 6 months at a publicly funded institution of higher education where this forms part of an overseas degree course; or

(c) a weekday full-time course involving attendance at a single institution for a minimum of 15 hours organised daytime study per week of a single subject, or directly related subjects; or

(d) a full-time course of study at an independent fee paying school; and

(iii) if under the age of 16 years is enrolled at an independent fee paying school on a full time course of studies which meets the requirements of the Education Act 1944; and

The study has to be at one place & for 15 hours at least, as above, so either in one subject or closely related subjects.

I don't know where the number 20 comes from.
