Pre-approved labor

Hello all,

What is pre-approved labor mean? I came across several buzz words like Pre-approved labor, pre-approved labor certification, pre-approved labor through PERM etc.

I have also read the following on the web "I personally know someone who lost money looking for pre approved labor, Pre-approved labor has become a big scam!!"

Also could someone shed light on the following tax term/employment type in US job market:

Full-time, Contract - Corp to corp, Contract - Independent, Contract - W2, Contract to hire - Corp to corp, Contract to hire - Independent, Contract to hire - Independent.

In UK we only have two categories: Permanent employee or Contractor. Why US also have to complicate things.

What the heck are these terms?
