Waiting for labor certificate almost 2 years (TX)

My lawyer submitted my application for my GC (Texas) back in Oct 2003 and it's been almost 2 years just for the labor cert. Lawyer said there has been some internal changes and there was nothing we can do right now. When we applied, he said it should take about 6 months for the first step (labor certificate) then 1.5 years for the rest of process.

My H1B is expiring in July 2006 (I have exactly one year left) and I'd have to apply for renewal. That's going to cost me around 1000 bucks including the lawyer fee. If I didn't get approval by December 2005, I'd have to apply for the renewal.

Anybody in a similar situation? Has it been taking this long for the labor certificate in Texas? Is there anything I can do to check the status? I don't even have a receipt.
