INTERESTING CASE NEED ADVICES URGENTLY

Please hep on following issue,
friend applied visa from pakistan(tier1),bank get a call and verified all from bank his name+home address,and later asked bank balance which is 2300 pounds at that time(pakistan).
he maintained for 4 months 2800 pounds statement prior to application,which is given but after submission balance come down,and when they verify balance is 2300 pounds but verification person hasnt asked about pevious.

i believe law states that its not neccessary to maintained that balance during application process.

SO PLease give your views did he get visa or not.

In my humble opinion, he should have been grated the visa, but I'm guessing that you're asking the question because he didn't?
