Spouse visa, UK citizen from abroad as sponsor URGENT HELP!!

Hi,
I am a british citezen by decent (I have a UK passport) born in Canada. I want to sponsor my Mexican (mexican passport) husband so we can go live in the UK (Scotland) together. Both of us are over 21 years of age.
I am Occupational therapist and have a job in Canada were I have been working for 1 year. I have savings for 5 500 pounds and my application for the health professional council is being revised, without this I cannot work as an Occupational therapist in the UK. I have 90% chance of being accepted to the council.
I have family living in Scoltand who will give us the proofs of accomodation for both me and my husband.
My husband is a Chemical Enginer and received his degree in Mexico.

Questions
1) Is the fact that I don't have a job in the UK but that I will be able to work in the UK in my profession a problem? or do I needa job or a job offer? or is a job prospect enough?
- I have searched the web for work and their seems to be many openings in the area of Glasgow.

2) My husband lived in Canada and aplied for refugee, does this cause any problems for him getting permanent residence in the UK? He got a certificate of departure and left Canada with his own free will.

We are going to apply in May and we would apreciate your advice

We got married in Mexico on the 21st of March.

The paper my husband received from Canada following his refugee claim is actually a departure order that became a deportation order.

I know some us us are struggling with finances and some can't even get a job until they get a decision with their passports from the HO. Therefore, it is EXPENSIVE calling those 0870/0845xxxxxxxxx numbers that the Home office generally provides.
Don't give up, now you can call Home Office for free, just check out www.saynoto0870.com and you will be provided with a local 0208/0151/0161xxxxxx number where you can contact HO for FREE! The actual number is 01516725626. (But log on to www.saynoto0870.com and confirm for yourself)
Especially if you have a pay monthly home or mobile telephone contract. You can still call from a pay as you go mobile but the charge rate will be like you are calling your neighbour next door on any 0208xxxxxxxx number.
