Entry Clearance Form

Hi All
While going through the site www.ukvisas.gov.uk for the type of application form to be used for entry clearance , I got mixed up .
My question is what form to use for entry clearance under HSMP?
Is it VAF 1 Non settlement or VAF 2 Settlement.
It is confusing, as HSMP should lead to settlement, technically ,form VAF 2 should be used

But ,if one looks at the VAF 1 _non settlement, it is stated for work permit applications ,HSMP etc
Could anyone who has been through the entry clearance exercise enlight us a bit more.
What is the actual form to be used

Use Form VAF 1 - I appreciate there may be some discrepancy in relation to categories leading to settlement. I understand its related to the fact that HSMP is initially 1 year with renewal subject to economic activity. IMHO not an issue to lose sleep over for applicants - Home Office rational not always clear.
