Dependant Visa (On long term work Permit) to France

1. My wife doesn't have a birth certificate. Is it compulsory for her to have it while initiating the dependant visa for her? Or is it required only at the time of travel?

2. Is it a compulsion that her dependant visa needs to be initiated along with my long term work permit by my employer? My employer says it will take a long time for her to get a dependant Visa, if she doesn't apply along with my work permit. Is there any alternative for her to reach France along with me without any hassle?
