Cirumstances are forcing me to apply for HB and CTC

Hello all,
A quick question for the experts out there, is it possible to apply for help with the rent of my flat, currently we pay rent to our private landlord every month. I had baby 2 months ago and just got news that i wont be able to continue my job after my maternity leave is our.
THe reason is i had baby after 4 months in job so wasnt entitle to maternity pay.
My hubby was on student visa which we switch about few weeks ago to spouse. now because of this disaster my husband is saying that he will not continue with his studies and will look for full time job.
My main question is can i apply for rent from my local council until my husband finds a job, i know he is not entitle to claim any benefits which he wont but how about me? i only applied for child benefit last week, which is not started yet. and child tax credit how does that work i beleive they ask for joint claims i.e me and my husband both. But would it effect his ILR application in future. or i can apply HB and CTC on my name? please help me as i dont know what to do
