To apply for COA while visa extension application is already pending?

My partner is on student visa and her biomatric is due next week for student visa extension.

It's already been 3 months since she has applied and God knows how long further it may take to get visa answer so i was wondering if she could apply for COA?

I hold ILR.
Arrived UK in Dec 2000, Received ILR Oct 2008, Citizenship Approved March 2016.
