EU citizen claiming HB/CTB - will this affect PR ?

Hello
I had a full time job before but now i losed my job. so I found part time job 28 hr a Week
I got two children and i am reciving CB/ WTC/ CTC/ and i would like to apply for house benefit COUNCIL TAX benefit,
because my income is very low
I'm Finland CITIZEN, im living in Uk from last 4 year with my wife
non EEA citizens She Chinese citizens, she not working. have new born baby 5 month old .
My children have Finland Citizens

I vill Apply for PR for me 07/2009 and for my wife 04/2010

Will this affect permanent resident ?
