I know someone who is in UK as student for nearly 9 years and plan to apply for 10 years concession next year.

He is married and have 4 years old child... That guy has applied for almost all public benefits including JSA, Housing benefits and child benefit.

When he applies for ILR, would HO enquire if he has claimed any benefits? If so, what would be chances of ILR?

Quite possibly, yes the would.
If so, what would be chances of ILR?
Not good if he or his wife is not entitled to claim the public funds. It all depends on their situation.

Or he might have to return all the money he got in benefits plus some more charges.
