Income support qestion german living in the UK

I came to the Uk in 1992, i have 2 children and have now split up with my husband who is a british citizen.
When we first split up in 2005 i was entitled to Income support for me and my 2 children but then decided to give the marriage another go.
I went and claimed in september as my marriage has now come to an end and was told i was not a habitual resident in the UK ???
I am not getting IS now today they have suspended my council tax benefit and housing benefit again because of that habitual residence thing.
I have lived here since 1992, and now need help with income support why are they saying i am not a habitual resident if i have beeen here all that time, my kids are british born, both go to school here etc I am at my witts end and fast going under cause i am living on Child benefit and tax credit and my dla
