When can I apply ?

Hi

I know this question has been asked previously, but I was not sure whether the date on which the stamping was done will be included in counting the 28 days.

My WP was stamped on 13th Aug and I was in the county at that time. So can some one kindly tell me what is the earliest I date I can apply for an appointment at PEO ?
