British Woman Looking To Marry Indian Spouse

Hi,

I am a British woman looking to marry an Indian spouse, he has been abroad to many countries on work permit and holds an Indian passport, I am a British citizen. What is the best procedure to get a permanent stay visa for him to stay in the UK with me once we are married? Should we apply before getting married or after? Do we apply for it when he is in India or should I apply for it here? (n.b he speaks fluent english and we are both over 21).

The UK immigration site is a bit confusing and I can only find general info, rather than the right forms and procedures! I'm very confused so any help would be great!
