Could you please tell me whether or not FIXED DEPOSITS counts in the CASH FUNDS????????
My visa is refused due to FIXED DEPOSITS but the ENTRY CLEARANCE OFFICER did not mention that it is due to FIXED DEPOSIT alternately he says that:

"THE LETTER FROM BANK DOES NOT STATE THAT THE FUNDS ARE READILY AVAILABLE"

Suppose if I re-apply (fresh application) with a letter from bank stating that the funds CAN BE WITHDRAWn OR ENCASH AT ANY TIME, then are there any chances of getting SUCCESS this time???? or
alternately can I put this letter along with ADMINISTRATIVE REVIEW FORM instead of making a new application.
will they accept????
or

DO I NEED TO MAINTAIN 2800GBP in the savings account as a balance from now on for more three months and then need to re-apply.

I appreciate any suggestions and advice. Please help me. I am really worried for the time being.
