Expired passport/ applying for Naturalisation

A friend of mine's passport has expired, he is on ILR.
He is going to apply for naturalisation.
My question is, can he apply for naturalisation on his expired passport?
He is in the process of renewing his expired passport but it might take up to 3 months to process.

It would be gladly appreciated. As getting through to Home Office Helpline seems to be very busy.
