those who came within 28 days of start of their visa will ger one time payment under JR ?

iS IT TRUE ?
if they had to extend their visa twice to get them to 5 years. that is those under 1+3+3 and if they would have been successful with their ILR application had they applied at the 4year mark

even if some one in 1+3+3 category

eg.
stamp date 1/1 /2004

arrived 1/2/2004

refund is gone ?

28 days rule breached such leter r issued by ho ?

some one receive this kind of letter and informed my firend hope ilr receipient can put more light on it with pass of time .
