Us citizen married to Indian National, Green card sponser Q

Hi, i'm a US citzen married to an Indian National. We want to apply for a green card from India. Both of us work here. I currently earn under the poverty level in US (because I am working in India).

can I petition for my husband as his wife, but have someone else in USA petition with the financial affidavit?

OR does the person petitioning have to be the same as the person taking financial responsibilty?

HELP! need to know.

Person taking financial responsibility can be anyone: it doesn't have to be petitioner. I am not sure whether you can apply if you maintain residence in another country though (Not saying you can't, just don't know whether it matters or not)
