CAN I BE REFUSED BECOUSE OF TRAFFIC OFFENCE

HI THERE
IM A BULGARIAN. IM LIVING IN UK FOR MORE THAN 2 YEARS WORKING AS A SELF EMPLOYED. ID LIKE TO REGISTER IN UK WITH BR1 FORM FOR BULGARIANS AND ROMANIANS. I MADE SEVERAL TRAFFIC OFFENCES, 3 TIMES COUGHT DRIVING A CAR WITHOUT INSURANCE, AND ONCE FOR EXSIDING SPEED LIMIT. THE LAST TIME I WAS BANNED FROM DRIVING FOR 6 MONTS. CAN THIS BE A RESON THAT I BE REFUSED FROM REGISTRATING UNDER THE BR1 FORM. THANKS

While you're at it, could you please try to type using lower case? Capital letters look like you're shouting, and not pleasant to read.

the offences happend almost 2 years ago but exciding speed limit happend before one year ago. I pay all of them

Ok, I'll be the one to say it..

3 times you were caught driving uninsured? Didn't get the message the first time, no? If, God forbid, you were to have caused an accident, what would have happened to the other party? Normally I wouldn't pass judgement on someone's personal circumstances, but in this case, blatent defiance of the law is inexcusable.

Directive 2004/38/EC makes provision for restrictions to be placed on the right of free movement and residence on grounds of public policy, public security or public health.

There is no place in the laws where it specifically or expressly states that you are not entitled to register under Form BR1 because of your offences.
I think it is entirely up to the officer working on your application to make a decision so do not be put off because UK does allow room for people to change their negative behaviours and if the matter further goes to the courts, be assured that the judicial system in the UK will try as much as possible to not interfer with your individual right. Be good and keep the faith, you can make it if you try.... :D
