UK Citizen marrying US Citizen in Hawaii - best approach?

Thanks in advance for your help with this question!

I am marrying my future husband in Hawaii next May. He is a US citizen by birth currently living in the US and I am a British Citizen by birth living in the UK. We will be coming back to the UK to live after we are married.

My question is, do we have to wait until we are actually married to apply for his Entry Clearance Visa as my spouse at the British Consulate field office in the US? I understand there is a 30-60 day processing time which will mean we would need to hang around in the States after we're married until the visa is issued. I have looked all over the internet for information and even tried calling for advice but the lines are constantly engaged.

Does anyone know if it's possible to apply for Entry Clearance for him and do all the biometric tests etc BEFORE the wedding so that the visa can be issued as soon as the marriage has taken place?
