What does the new Bill mean for spouses?

hi everyone, good to be here!

I've only recently discovered there was a new Bill being introduced. I read on and on about it, but most of the information seems to concern the HSMP holders. But what does it mean for families?

I am just about to apply for COA, so in very early stages of immigration. Does the new bill mean I won't be able to apply for ILR or any kind of permanent residence for three years? And won't be able to attain citizenship for 6? I am so confused. I understand the Bill hasn't been finalised yet but it would be a relief to know something is being done to protect the spouses. Does anyone have any information, please?
