Eligibility to get an Indian PIO card!

Hi,

I live in UK with permanent residence status. I am eligible to get my UK citizenship during end of March. I am basically a Indian citizen. Is it possible to get Indian PIO card before getting UK citizenship. I could not see any clear message on HCI,London website. Could any clarify my query?

I would really appreciate to get response.
