applying on a visitor's visa

Can you apply for a family permit or something more permanent if you are an american in the UK on a visitor's visa and married to an EU national? If not do you have to do it from the US or can you do it from any other UK consulate or embassy? Thanks!!

Correct me if I'm wrong. But hasn't this same question been asked, albeit the other way round, in this other thread?
