My question is as in the subject. Would an EEA citizen need to apply for a permanent status card after 5yrs residence before being eligible to apply
for British citizenship.

Finally is an EEA citizen eligible to apply for citizenship after 5 years
or after 5 yrs + 1 year of permanent residence status?

Permanent residence cards are confirmation of status, normally attained after 5 years.

For citizenship, also need to hold permanent residence status for at least a year, unless spouse or civil partner of a British citizen.
