Hi looking for help can I apply for a skilled worker under the NOC code of 1114 I know if I have a job offer then I can but was wondering can I still apply without a job offer?

I have travelled to Toronto to speak to a few finaincial instiutions and they are more than willling to offer me a job but getting them to put a job offer down on a bit of paper for me without a SIN number seems to be a bit of a problem :cry:
