Police Registration and late visa extension

hey guys, i got 2 questions for you.

1. Is police registration necessary! Since when ? i never heard before about police registration. I went to UK in 2002 for my Bachelors degree and never registered with them and now am going back to UK for masters. IS it going to be problem for me??

2.while in UK, My student visa got expired on 2nd Nov 2006 and i got acknowlegement letter from HO on 06th Nov 2006. but later 2007 i withdrew my application and went backhome. AM i considered as overstayer since the acknowlegdement letter is of 6th Nov 2006!! have i breach the condition of stay in UK ?

no u wud nt be considerd as overstayer but needs u mention it and if possible send that letter wid ur application alongwith covering letter and state everything whatever was happend and hopefully u gonna be okay
