paginated index for appeal

Hi, I applied for a family member to visit the UK and this was refused. The appeal is in the UK next week but I have only just noticed that I must send a 'witness statment' and a 'paginated index'. to both the tribunal and the Respondant.

What will happen if I do not send these and on the appeal day I just take all the documents that I am going to rely which includes some new documents that I only received today. Is it absolutely necessary to send these documents as there is no representation for me so would they maybe be less strict.

Any help will be greatly appreciated.
