Appeal accepted... Need help how to proceed..

Hi everyone, I need urgent help for one of my friend.. He was on IGS and applied for Tier 1. But his visa was refused in April. He appealed against the decision and it took 4 month ( Oral hearing) to finally win the appeal. He received the Judge decision on 3rd of Sept. But now the problem is he called home office and they told it will take at least 4 weeks to receive the appeal results in home office and then at least 4 weeks for home office to evaluate/etc and the whole process will take at least 3 months to complete.

The problem is his father in law died last month and he cannot wait for so long even after winning the appeal to stamp the visa. Is there any way he could speed up the process if not then can he go back to his home country and stamp the visa from embassy?

Thanks in advance for any sort of advise or help..
