How to prove family ties in your country for visit visa?

Hi,

My mother-in-law visit visa applications has been refused twice under P41 and now i;m going to apply my mother visa. I want to know how she can prove that:

- she has family
- she has dependents
- she has assets
- she doesn't work so don't have any income
- she's dependent on her husband

I tried to provide following for my mother-in-law but nothing worked:

- Father-in-law tax document
- Father-in-law affidavit stating full family tree and relations
- All family ID cards
- House/Property document on my father-in-law name
- House utility bills

p.s. my mother is applying from Pakistan
