As far as I know u can just come, student fees should be EU ones, a bit more than home but not as high as non-EU. Think at my gf's uni the fees went something like this;

Home - £3500
EU - £4500
Non-EU - £9000

Still not cheap tho - I don;t know if u would qualify for student loan.

No issues with medical care but bear in mind help from governemnt for kids in UK is rubbish compared to EU mostly, for example your four kids in UK would net you around £200 per month in Child Benefit, and in Germany the equivilent is around £600 kindergelt, probably similar in Holland.

If you have permanent residence in Holland you cannot simply transfer it to the UK. You would have to obtain a suitable UK visa.

And as someone newly-arrived in the UK with limited leave to remain, in most cases, you would not be able to access public funds for yourself or your children for a certain number of years.

Is there anyone in your family who is a EU/EEA/Swiss citizen? Or all you all non-EU/EEA/Swiss?

Permanent residence in any other EU country for the purpose you're describing means nothing in the UK. It may get you some rights in other EU countries (except for the UK, Ireland and Denmark), but it means bibbly-squeak here.

There is something called the Van der Elst visa, but it's for other purposes that do not seem relevant to your case.
