PLS HELP ABOUT ECAA APPLICATION?

Forum Masters recently one of my friends familys ECCAapplication rejected from HO.Family hava in UK total 9 years and they have a one baby girl 4 years born in UK.Can they apply for articyle 8 Human Rights.Their girl just star to school. If we get MP letter also is it help?

I would think not, four years old is young enough to adapt.
