Am I eligible to apply under Tier 1 ( Post-Study Work)?

I am a Romanian graduating from a MBA in December. I do not have the necessary amount of points to apply for Tier 1 Highly-Skilled. In this case, am I eligible to apply for Tier 1 (Post-study Work) after I finish my MBA ?
( Is Tier 1 ( Post-study Work) available only to non-eu students?)

Nationals of Bulgaria or Romania must not work until given permission register for work (even for PSW) unless they are
