The spouse needs to apply for an EEA Family Permit from the British Consulate of the country where she currently resides (it is free of charge, and given priority processing). Then when she gets to UK, she may apply for a UK Residence Card for Family Members (again free, but can take well over six months) on Form EEA2.
RC for the Dutch spouse living in the UK is not a must, but his 'exercising treaty rights' (in this case) is!

EEA national don't need to apply for Registeration Certificate, it is optional.

The only thing with a Registeration Certificate, is that it saves you from having to provide other documentary evidence, to establish you are Exercising Treaty Rights in the UK.

You will not need it to support your partners application for EEA Family permit, provided you are able to establish by other means like Payslips or Self-Assessment, that you are exercising EU treaty rights in the UK.

I am also a Dutch citizen living in the UK for 5 years now. I went last year Nov 08 abroad to get my wife to live with me in the UK. But I have been told I should have registration certificate from the home office. That’s the first thing they asked me, while I had all the other documents( payslip, bank statement, tenancy agreement and all the other documents showing that I supported her financially). They were not having it and told me to go back.

So went back and started my application for registration certificate in Jan 09. After 9 months of calling and sending emails I finally got my certificate last month Sept 09.

So it’s not that easy. Now I am sending all my papers over to her so she can start the process.

I have question regarding my bank statement. I have 2 accounts with 1 bank.

1 account is saving account were I have just put a large sum of money in ( about 4k).

The other account is current accounts were my salaries come in and all my bills go out. I will send both of them as proof of my finance.

Will they ask questions about the large money just coming suddenly while before I only have small money in my saving (between 500-1000?)

Why are you sending them bank account information? You do not need to prove anything about finances if you are working.

I though bank statement was important. How else would they know your financial independency? Just to make sure we talking about the same thing. I am talking about EEA family permit. I am trying to get my wife to UK. She is in Ethiopia at the moment.

Are you working? If so then financial indepence is not relevant.

That is what the European rules say. You need to show that you are employed...
