Can I apply from another country?

Hello, I've got a new question....

I went to the UK embassy in Oslo today, making an appointment at visa4uk website for the EEA family permit.
I'm a non EEA citizen living in Norway for 4years and my husband is a Polish citizen living in the UK almost 2 years, and we've been married since this July.

An officer in the embassy in oslo said it could be a problem that our marriage wasnt registered in Norway as the family registration. My husband has never lived in Norway,and I am going to join him in the UK. So,I'd like to apply from the uk embassy in Poland because my husband is a polish citizen. but my online application has already submitted as my appointment is supposed to be at the uk embassy in norway, and i cant change it online. it seems i can change only the appointment date, but not a country.

Can I apply online as I'm going to make an appointment in Poland,although my online applicaion that im supposed to go to the embassy in norway has still existed? or do i need to withdraw my first online application from norway? then how can i do it??

I've collected all necessary documents, so I'd like to apply for the EEA f. permit asap....
I'd appreciate if anybody tells me advices and experiences...

Surely, visa4uk online applications have the option to cancel completely? I once applied from NL for a visa to UK, but later cancelled it due to some unforseen circumstance. The same option that alllows you to change the appointment date, also gives you the option to cancel altogether. I've done it before!

Where did you marry and do you have a valid marriage certificate? I don't quite see why this marriage needs to be registered in Norway.

I've logged in my existing online application again, and i can see my appointment has been cancelled, but no option to cancel the application itself.
I had my appointment referece number and visa application number at first, and my appointment ref number no longer exsists because i've cancelled it. but my application has still been active , so i can logg in with my application number. after logging in, its written as 'well comeback to Visa4uk. click one of the options below to continue', then only the option is 'book your visa appointment'... i cant change a country that im going to apply from, nor cancel my existing application...
does each country have different options on the online application??

we got married in japan this july, and our marriage certificate is issued by the japanese authority, having the english translation and appostille.
And I have no idea why our marriage needs to be registered in norway, even though my husband has never lived here...

I'd like to cancell my application from norway and apply from poland, but can I actually do it although I live in Norway? I dont have any problems to go to Poland, because Ive got a resident permit in norway thats one of the shengen countries, and japenese citizens dont need any visas just to visit there anyway, though....

ive just found that i can retrieve my existing online visa application until 6/11, and its indicated as 'Your incomplete application will only be kept for 7 days. If you do not retrieve and complete the application within 7 days it will be deleted and you will need to make a new application.'

so, should i just wait for 7 days to apply from poland, until my application will be deleted???

I think that registration thing is total bollocks. Your Japanese marriage certificate must be accepted. Just wondering how did you have it translated?

You can apply for the EEA FP at any British visa issuing post. Just make sure that the embassy in Poland does actually know about that.

Yes, i agree with u about the family registration in Norway...
It's written as 'In EEA aplications the marriage certificates must be issued by an EEA/EU state. If you were married outside the EEA/EU area you will need to contact your nearest Folkeregister(<--this is the department of the family registration in Norway) and get a confirmation of registered information' on the guideline i got in the UK embassy in Oslo.

Folkeregistration is for people who live in Norway, and my husband has never lived here, so how can I register for it???
And what's my impression for an officer in the uk embassy in oslo who was talking to me today is that even she wasn't sure about the regilation for the EEA FP. She just pointed out the guidance, and asked me about Folkeregistration.All visa applications to the uk embassy in Oslo are sent to the one in Stockholm, so the officers in oslo dont have any authorities for the decision.

Our marriage certificate is originally issued by the 'Folkeregistrasjon(=family registration)' in Japan, and is translated by a professional translation company in Tokyo, and it has got the appostile from the department of foreign minister in japan. so its really an offical document to be recognised in any countries.

yes, ive just read 'EEA family permits may be obtained from any visa issuing post. It is not necessary for an applicant to be lawfully or normally resident in the country to apply.'
Thinking about this regulation, I really wonder why the officer in the UK embassy in Norway asked me about the registration, but probably it would be more logical to apply from Poland that my husbadn is from??
And ill print out the webpage written as 'It is not necessary for an applicant to be lawfully or normally resident in the country to apply.' to the UK embassy in Warsaw when i go there.
