New scheme for migrant workers

I've applied and been denied for that new scheme that was supposedly to help migrant workers that have become unemployed by granting them stay without a work permit in order to secure employment. Those under 5 years in Ireland were meant to get 6 months and those more than 5 years (which should have residency already but we know the story there) are meant to get at least a year.
I was denied because I left Ireland for more than 6 months in 2004. The rule that they come up with on the fly is that you have to be continously here for 5 years with no more than a 6 month break.
I moved here in 2000 until 2004 and left for less than a year.
So all told been here 9 years but tough shit...we have your money...
